city infrastructure including transportation (including aviation, ports, railways, intercity rail transportation, rail transportation, city high road, highway, municipal road), water supply, sewage treatment, garbage disposal, creek remediation, landscaping etc.. according to the "state council on strengthening the city infrastructure construction opinions" (guo fa 2013 no. 36), "the guangdong provincial people's government on accelerating the city infrastructure construction and implementation of opinions" (yue fu 2015 no. 56), focus on the overall goal of the construction of the national center of the city and built the well-off society of higher quality objective to play a supporting role in a new round of infrastructure construction of economic and social development, guangzhou municipal development and reform commission led the study and put forward "five year plan for guangzhou city infrastructure development thirteenth" (hereinafter referred to as the "plan").
