with the economic and social development and substantial improvement in material consumption, the amount of domestic waste has increased rapidly, and the environmental risks have become increasingly prominent, which has become a constraint factor for the development of new urbanization. following the principle of reduction, recycling and harmlessness, the implementation of municipal solid waste classification can effectively improve the urban and rural environment, promote the recycling of resources, speed up the construction of the "two oriented society", and improve the quality of new urbanization and ecological civilization construction. in order to effectively promote the classification of domestic waste, according to the central committee of the cpc and the relevant work of the state council, the following plans are specially formulated.

i. general requirements

two, the first part of the implementation of compulsory classification of domestic garbage

(1) implementation areas. before the end of 2020, the compulsory classification of municipal solid waste should be carried out in the urban areas of the following key cities.
