according to the website of china development and reform commission, china national development and reform commission (ndrc) and ministry of finance (hereinafter referred to as "the two ministries and commissions") issued the "pilot project on recycling and rebuilding national parks in 2017" (the "zone"), demonstration base (hereinafter referred to as base) final acceptance and liquidation work.
according to the circular, the remaining subsidy funds will be appropriated according to the approved liquidation amount for the parks and bases that have passed the acceptance. the approved liquidation amount shall not exceed the total amount of the subsidy funds for the original scheme. for the unqualified parks and bases, stipulates that the withdrawal of 50% of the funds allocated to the central government shall be withdrawn, the title of demonstration park or demonstration base shall be canceled, and the remaining subsidies shall not be appropriated.

autonomous regions, municipalities directly under the central government and cities specifically designated in the state plan, the pilot project of recycling and transformation of national parks of xinjiang production and construction corps (ndrc, icic), the finance bureau (bureau), the "city minerals" demonstration base:
according to the "circular of the ministry of finance of the national development and reform commission on printing and distributing the measures for the management of mid-term evaluation and final acceptance of demonstration base of national mineral resources in cities and cities and the administrative measures on the intermediate evaluation and final acceptance of the pilot project of recycling park reconstruction" (no. first, the acceptance range
the final acceptance range from 2010 to 2012 by the two ministries agreed to implement the program and have not yet accepted the park and base (has been agreed to postpone the two ministries agreed to postpone the base by a clear extension of time limit acceptance). the implementation of the program less than 5 years of parks and bases, such as meeting the acceptance conditions, may also apply for acceptance of this notice.

second, the acceptance criteria
acceptance shall be based on the implementation plan agreed by both ministries (or the implementation plan agreed upon by the reply). the main objectives identified in the implementation plan should reach above 90% of the set targets. the major tasks and key supporting projects should be basically completed. the supporting policies should be basically implemented and the central government subsidies should be used in a standardized way (see appendix 1 and annex 2 for details).
third, the acceptance method and procedure
(a) acceptance method

1. parks and bases self-assessment. the parks and bases conduct a comprehensive self-assessment of the implementation of the program and the tasks and the use of the central government's subsidy funds, carry out project acceptance on the key supporting projects, and conduct demonstration pilot projects based on the final accounts of the projects funded by the central government and the accomplishment of the major objectives of the program. or demonstration base construction application for liquidation of funds, writing a self-assessment report (outline details in annex 3 and annex 4), summary of relevant supporting materials, submitted to the provincial circular economy comprehensive management department, the financial sector as soon as possible.
2. provincial authorities review. the provincial circular economy comprehensive management department and the financial department shall, according to the relevant provisions, review the self-assessment report submitted by the parks and bases, the amount of the liquidation application, the authenticity and rationality of supporting materials and issue review opinions on acceptance and liquidation, submitted to the two ministries by march 31.
third-party review. the two ministries entrust third-party agencies to organize experts to review the materials submitted by the integrated management departments and financial departments of circular economy development in all localities and carry out spot checks as appropriate. the third party submits the acceptance and liquidation reports to the two ministries based on the material examination and spot checks.
4 issued a document to confirm. the two ministries confirmed the acceptance results of the parks and bases according to the review of the third party by issuing official documents.
5. settlement funds. according to the liquidation situation, the central government will allocate surplus subsidy funds to approved parks and bases according to the approved liquidation amount. the approved liquidation amount does not exceed the total amount of the original program subsidies. for those parks and bases that failed to pass the inspection, circular 2409 stipulates that the government should cancel 50% of the funds appropriated by the central government, cancel the designation of demonstration parks or demonstration bases and no longer allocate the remaining subsidies.
all parks and bases should pay close attention to carrying out inspection work and submit the inspection and clearance materials as soon as possible to the provincial circular economy general management department and the financial department. the provincial circular economy comprehensive management department and the finance department shall timely review the materials submitted by the parks and bases and submit the audit opinions and inspection materials to the two ministries on time. acceptance should strictly abide by the "eight provisions" of the central government to ensure honesty and fairness.
